纺织品临时出口许可证件申领签发工作规范（暂行）

第一章　总则

第一条　为规范纺织品临时出口许可证件申领签发工作，实现发证业务的标准化、制度化和科学化，依据《中华人民共和国对外贸易法》和《纺织品出口临时管理办法（暂行）》，制定本规范。

第二条　商务部授权配额许可证事务局（以下简称许可证局）统一管理、指导全国各地商务主管部门发证机构的纺织品临时出口许可证件的发证工作，许可证局对商务部负责。各地商务主管部门为纺织品临时出口许可证件的发证机构，在许可证局的统一管理、监督、检查和指导下负责受权范围内的发证工作。

第三条　各省、自治区、直辖市、计划单列市、新疆生产建设兵团及哈尔滨、长春、沈阳、南京、武汉、成都、广州、西安商务主管部门（以下简称各地商务主管部门）负责签发本地区对外贸易经营者（包括中央企业，以下简称经营者）的纺织品临时出口许可证件。

经营者在出口《纺织品出口临时管理商品目录》所规定的货物前，应到当地商务主管部门发证机构办理纺织品临时出口许可证件。

第四条　许可证局负责监督、检查各地商务主管部门发证机构的纺织品临时出口许可证件审核签发情况；负责对纺织品临时出口许可证件签发数据及其在国内外海关的清关数据的监控及核查，协调和处理纺织品临时出口许可证件签发业务过程中的有关问题；调查并根据受权处罚违规发证行为；通过海关联网核查热线，为经营者提供服务。

第五条　本规范所指纺织品临时出口许可证件包括输欧盟纺织品出口许可证（一式四联，见附件1）、输欧盟纺织品产地证（一式四联，见附件2）和中华人民共和国纺织品临时出口许可证（一式四联，见附件3，以下简称纺织品临时出口许可证）。前两者证面为英文，供经营者在欧盟报关时使用；后者证面为中文，供经营者在中国海关报关时使用。

第六条　纺织品临时出口许可证件的签发实行两级审核制。

第二章　输欧盟纺织品出口许可证和产地证的受理、审核与签发

第七条　各地商务主管部门发证机构应严格按照商务部发布的《纺织品出口临时管理办法（暂行）》和《纺织品出口临时管理商品目录》受理输欧盟纺织品出口许可证和产地证申领签发事宜。

经营者以书面方式向当地商务主管部门发证机构申请输欧盟纺织品出口许可证和产地证。

第八条　各地商务主管部门发证机构受理输欧盟纺织品出口许可证和产地证时，须审核经营者提供的以下材料：

一、地方商务主管部门依据商务部批件下发给经营者的许可数量文件。

二、《输欧盟纺织品出口许可证申请表》（一式两联，见附件4），由经营者逐项填写，不得涂改，并加盖经营者行政公章。

三、委托发证机构打证的经营者须提供与申请内容相符的证书样本，自行打证的经营者提供自行打印的输欧盟纺织品出口许可证和产地证（证书内容规范见附件5）及存有相应数据的计算机软盘；

四、有效的纺织品出口合同（正本复印件）。

五、首次申请的经营者除上述材料外，还应提供以下材料复印件：

（一）营业执照；

（二）加盖经营者备案登记专用章的《对外贸易经营者备案登记表》或《中华人民共和国进出口经营者资格证书》；外商投资企业须提供审批部门颁发的《批准证书》；

上述材料在备案后如发生变化，经营者须及时向当地商务主管部门发证机构提供变更后的文件材料。

经营者应当对所提交材料的真实性负责，并保证其有关经营活动符合国家法律规定。如果各地商务主管部门发证机构发现上述材料有误或不齐全的，应一次性告知经营者做出修改或补充。

第九条　各地商务主管部门发证机构对内容正确且形式完备的申请，应在自申请之日起2个工作日之内审核申请内容，核减许可数量，签发加盖中华人民共和国纺织品专用章的输欧盟纺织品出口许可证和输欧盟纺织品产地证。

对当天所签发的输欧盟纺织品出口许可证和输欧盟纺织品产地证电子数据必须通过网络上报中国国际电子商务中心，不得迟报、漏报。

第十条　输欧盟纺织品出口许可证和产地证原则上由各经营者指定并报发证机构备案的领证人员申领。

领证人员凭《输欧盟纺织品出口许可证申请表》第二联及本人有效证件领取输欧盟纺织品出口许可证和产地证。领证时，须与《输欧盟纺织品出口许可证发放登记表》（见附件6）上的许可证号、份数、类别等内容核对无误后，注明领取日期并签名。

第三章　纺织品临时出口许可证的受理

第十一条　经营者在申办输欧盟纺织品出口许可证和输欧盟纺织品产地证的同时，可通过书面或网上向当地商务主管部门发证机构申请纺织品临时出口许可证。

第十二条　纺织品临时出口许可证的书面申请

各地商务主管部门发证机构受理纺织品临时出口许可证申请时，须审核经营者提供的以下材料：

一、输欧盟纺织品出口许可证和输欧盟纺织品产地证；

二、加盖经营者行政公章的《纺织品临时出口许可证申请表》（一式两联，见附件7）。

第十三条　纺织品临时出口许可证的网上申请

一、经营者网上申请纺织品临时出口许可证前，应到各地商务主管部门发证机构办理用于身份认证的电子钥匙（经营者此前已经办理的用于申领其他进出口许可证的电子钥匙适用于纺织品临时出口许可证的办理）。

二、经营者须先行打印输欧盟纺织品出口许可证和输欧盟纺织品产地证，以便将输欧盟纺织品出口许可证证号和类别号在纺织品临时出口许可证申请表电子数据（以下简称申请表电子数据）中进行填制和提交。

经营者网上申请纺织品临时出口许可证时，应登录许可证局网站，点击网上企业申领链接，进入许可证网上申领平台，点击“纺织品临时出口许可证申领系统”，根据出口合同内容，按要求如实地在线逐项填写、保存、上报申请表电子数据。

三、经营者可以对尚未上报的申请表电子数据进行修改、撤销、删除等操作。如需对已上报的申请表电子数据内容进行更改，应在申请被审核通过之前在线提交撤销申请并通知商务主管部门发证机构，商务主管部门发证机构在接到通知后即将申请表电子数据退回，经营者可在线修改申请表电子数据后重新上报。

四、经营者上报申请表电子数据后，可通过纺织品临时出口许可证联网申领系统查询商务主管部门发证机构网上审核的结果。审核未通过时根据审核意见修改申请表电子数据并再次上报；审核通过后打印纺织品临时出口许可证申请表并加盖经营者公章。

第四章　纺织品临时出口许可证的审核

第十四条　各地商务主管部门发证机构工作人员应严格遵守上网操作规程，使用本人的用户名和密码登录纺织品临时出口许可证签发管理系统，及时审核经营者网上提交的申请。

第十五条　纺织品临时出口许可证书面申请的审核

各地商务主管部门发证机构经办人对不符合规定的申请，应及时一次性告知经营者不予受理的理由；若申领材料存在非关键或不改变申请性质的可当场更正的错误时，应当允许申请人当场更正；申领材料不齐全或不符合法定形式的，应及时一次性告知申请人补正的全部内容。

对经营者同时申请输欧盟纺织品出口许可证、输欧盟纺织品产地证和纺织品临时出口许可证的，各地商务主管部门发证机构应一并审核。

第十六条　纺织品临时出口许可证网上申请的审核

对符合本规范规定的申请，各地商务主管部门发证机构经办人点击“予以通过”；对不符合本规范规定的申请，须在“审核意见”一栏详细注明理由后，点击“不予通过”。

第五章　纺织品临时出口许可证的签发

第十七条　各地商务主管部门发证机构对内容正确且形式完备的申请，应在自网上申报之日起2个工作日内签发纺织品临时出口许可证（证面规范见附件8）；对书面申请，应在3个工作日内签发纺织品临时出口许可证。

第十八条　各地商务主管部门发证机构对经营者提交的纺织品临时出口许可证申请表及文件材料与许可证证面内容审核无误后，核减相应许可数量，签发加盖纺织品许可证专用章的纺织品临时出口许可证。

第十九条　通过书面申请的，经营者凭纺织品临时出口许可证申请表第二联和输欧盟纺织品出口许可证的“中国海关核退联”以及领证人员的有效证件领取纺织品临时出口许可证。

通过网上申请的，经营者凭在纺织品临时出口许可证申领系统中打印的申请表和输欧盟纺织品出口许可证的“中国海关核退联”以及领证人员的有效证件领取纺织品临时出口许可证。

经营者领取纺织品临时出口许可证时，须与《纺织品临时出口许可证发放登记表》（见附件9）上的许可证号、份数、商品编码等内容核对无误后，注明领取日期并签名。

第二十条　各地商务主管部门发证机构对经营者在纺织品临时出口许可证申请表中未注明相应的输欧盟纺织品出口许可证证号和类别号的，不得签发纺织品临时出口许可证。

第二十一条　对同时申请输欧盟纺织品出口许可证、产地证和纺织品临时出口许可证的，发证机构应在3个工作日内签发。确因特殊原因不能按期签发的，应及时向经营者说明理由。

同时申请输欧盟纺织品出口许可证、产地证和纺织品临时出口许可证的经营者有关领证手续按照第十条和第十九条的相关规定办理。

第二十二条　各地商务主管部门发证机构对每批数量不超过50件（含50件、套、双、公斤或其他商品单位，不包括打、打双、打套、吨数量单位）的样品，免签发纺织品临时出口许可证件。

出口样品如果属于进口国海关要求凭许可证放行的，经营者应在本企业可申请数量范围内向发证机构申领纺织品临时出口许可证件。

第六章　纺织品临时出口许可证件的更改、退证与遗失的处理

第二十三条　各地商务主管部门发证机构对已审核通过的纺织品临时出口许可证件的申请不得再做任何更改，如有变更事项，一律撤销旧证，办理新证。

第二十四条　经营者已领取的纺织品临时出口许可证件如有未使用或有变化的，必须向原发证机构交回纺织品临时出口许可证件，填写《输欧盟纺织品出口许可证撤换证申请表》（附件10）和《纺织品临时出口许可证撤换证申请表》（附件11），由发证机构做相应的撤换证处理。

对已经出关但不改变金额和数量的货物，经营者可以凭中国海关报关单以及输欧盟纺织品出口许可证和产地证向发证机构申请更换输欧盟纺织品出口许可证和产地证。发证机构不得再为其签发与之对应的纺织品临时出口许可证。

第二十五条　纺织品临时出口许可证件如有遗失，经营者应立即向原发证机构和纺织品临时出口许可证证面注明的国内报关口岸书面报告挂失，原发证机构收到挂失报告后，经核对国内外海关电子数据，确认许可证没有报关出运的，予以注销旧证，补发新证。

第七章　附则

第二十六条　纺织品临时出口许可证件实行“一批一证”和“一证一关”制。“一批一证”指纺织品临时出口许可证件在有效期内一次报关使用：“一证一关”指纺织品临时出口许可证件只能在一个海关报关。

第二十七条　纺织品临时出口许可证件不得买卖、转让、涂改、伪造和变造。

第二十八条　一套输欧盟纺织品出口许可证和输欧盟纺织品产地证可以对应多份纺织品临时出口许可证。经营者应一次性申办并领取与输欧盟纺织品出口许可证相对应的全部纺织品临时出口许可证。输欧盟纺织品出口许可证和与之对应的纺织品临时出口许可证的经营者名称、总数量、总金额等关键项必须保持一致，否则，发证机构不得签发纺织品临时出口许可证。

第二十九条　纺织品临时出口许可证件有效期一般为六个月，在公历年度内有效，逾期自行失效。经营者在有效期内未出口的，可以到原发证机构办理延期手续，最长延期不超过3个月，有效期不得超过本公历年度的12月31日。需延期的，应撤销旧证，办理新证。

第三十条　本规范所涉及的申请表等表格均可从商务部许可证局网站（http://www.licence.org.cn）主页面“相关业务”栏中“相关软件下载”处下载打印。

第三十一条　本规范由许可证局负责解释。

第三十二条　本规范自2005年7月20日起施行。

Circular of Ministry of Commerce About Distributing Work Standard of Applying for and Issuing Temporary Textile Export License （Provisional）

Chapter I General Principles

Article 1 For the purposes of regulating the works of applying for and issuing Temporary Textile Export License, realizing the standardization, systematization and scientization of license issuing, Work Standard of Applying for and Issuing Temporary Textile Export License （Provisional） is formulated in accordance with Foreign Trade Law of the People's Republic of China and Temporary Management Measures on Textile Export （Provisional）.

Article 2 Ministry of Commerce authorizes Quota License Bureau （hereinafter referred to as “License Bureau” to manage and guide uniformly license-issuing organs of all competent commercial administrations to issue Temporary Textile Export License. License Bureau is accountable to Ministry of Commerce. All local competent commercial administrations are organs of issuing Temporary Textile Export License and responsible for license issuing within the scope of authorization under uniform management, supervision, examination and guidance of License Bureau.

Article 3 Competent commercial administrations of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, Xinjiang Production and Construction Group and Harbin, Changchun, Shenyang, Nanjing, Wuhan, Chengdu, Guangzhou and Xian （hereinafter referred to as “local competent commercial administrations”） are responsible for issuing Temporary Textile Export License for local foreign trade managers （including enterprises under the Central Government, hereinafter referred to as “managers”）.

Managers should handle Temporary Textile Export License in license-issuing organs of local competent commercial administrations before exporting the goods stipulated in Temporary Managed Commodity Catalogue of Textile Export.

Article 4 License Bureau is responsible for supervising and examining the verification and issuing of Temporary Textile Export License of all license-issuing organs of local competent commercial administrations, monitoring and verifying data of issuing Temporary Textile Export License and data of declaration at domestic and foreign customs, coordinating and dealing with related problems during issuing of Temporary Textile Export License, investigating and punishing activities of issuing license against the regulations according to the authorization, providing service for managers through customs' network verification hotline.

Article 5 Temporary Textile Export License in terms of this Standard includes Export License for Textile Exported to the European Union（in four duplicate, see Appendix 1）, Origin Certificate for Textile Exported to European Union （in four duplicate, see Appendix 2） and Temporary Textile Export License of the People's Republic of China （in four duplicate, see Appendix 3, hereinafter referred to as “Temporary Textile Export License”）. The first two licenses are printed in English for managers to declare at the customs in European Union. The last one is printed in Chinese for managers to declare at the customs in China.

Article 6 Examination and approval system at two levels is carried out in issuing of Temporary Textile Export License.

Chapter II Acceptance, examination, approval and issuing of export license for textile exported to European Union

Article 7 License-issuing organs of all local competent commercial administrations should handle the application for and issuing export license and origin certificate for textile exported to European Union strictly in accordance with Temporary Management Measures on Textile Export （Provisional） and Temporary Managed Commodity Catalogue of Textile Export promulgated by Ministry of Commerce.

Managers should apply for Export License and Origin Certificate for textile exported to European Union in writing to license-issuing organs of local competent commercial administrations.

Article 8 When handling export license and origin certificate for textile exported to European Union, license-issuing organs of all local competent commercial administrations should verify following materials provided by managers:

1. Documents about permitted quantities distributed to the managers by local competent commercial administrations in accordance with the approval documents of Ministry of Commerce.

2. Application Form for Export License for Textile Exported to European Union （in two duplicate, see Appendix 4）, and it should be filled in by managers item by item, must not be altered, and should be affixed managers' administrative official seal.

3. The managers who entrust license-issuing organs to print the license should provide the sample book of the license according with the content of the application. The managers who print the license by themselves should provide Export License and Origin Certificate for Textile Exported to European Union printed by themselves （see standard of the certificate in Appendix 5） and computer soft disk with corresponding data.

4. Effective textile export contract （copy of the original）.

5. Besides above materials, the managers who make the application for the first time should also provide copies of following materials:

（1） Business license;

（2） Record Registration Form of Foreign Trade Managers or Credentials of Import & Export Managers of the People's Republic of China with managers' special seal for record registration. Foreign invested enterprises should provide Approval Certificate issued by approval organs.

Managers should provide revised materials to license-issuing organs of local competent commercial administrations in time for any changes of above materials.

Managers should be responsible for the truthfulness of the provided materials and ensure their business activities accord with the provisions of national laws. License-issuing organs of local competent commercial administrations should inform only once the managers to make revision or complement if they find there are any mistakes or lack of information in above materials.

Article 9 To the correct and complete applications, license-issuing organs of local competent commercial administrations should verify the application, cut permitted quantity and issue Export License and Origin Certificate for textile exported to European Union with special seal for textile of People's Republic of China within 2 working days at receipt of the application.

Electronic data of Export License and Origin Certificate for textile exported to European Union issued on the same day must be reported to China International Electronic Commercial Center through network without delay and omittance.

Article 10 Export License and Origin Certificate for textile exported to European Union are applied for by license-obtaining persons appointed and reported to license-issuing organs for record by every manager.

License-obtaining persons should obtain export license and origin certificate for textile exported to European Union by second duplicate of Application Form of Export License for Textile Exported to European Union and their effective credentials. When obtaining the license, they should give clear indication of the date and sign their names after verifying the license number and copies, and types in Application Form of Export License for Textile Exported to European Union （See Appendix 6）.

Chapter III Handling of Temporary Textile Export License

Article 11 Managers may apply for Temporary Textile Export License to local competent commercial administrations in writing or through network when they apply for Export License and Origin Certificate for Textile exported to European Union.

Article 12 Written applications for Temporary Textile Export License

License-issuing organs of all local competent commercial administrations should verify following materials provided by managers when they handle the applications for Temporary Textile Export License:

1. Export License and Origin Certificate for Textile Exported to European Union;

2. Application Form for Temporary Textile Export License with manager's administrative official seal （in duplicate, see Appendix 7）.

Article 13 Application for Temporary Textile Export License through network

1. Before applying for Temporary Textile Export License through network, the managers should handle the formalities of obtaining electronic key used for identity authentication in license-issuing organs of all local competent commercial administrations （The electronic key the managers handled before used for obtaining other import and export license applies to the application for Temporary Textile Export License）.

2. Managers should print Export License and Origin Certificate for Textiles exported to European Union first in order to fill in and submit the number and classification number of Export License for textile exported to European Union in electronic data of Application Form for Temporary Textile Export License （hereinafter referred to as “electronic data”）.

When applying for Temporary Textile Export License through network, managers should enter the network of License Bureau, click application link of network enterprises and enter network license application platform, then click Application System of Temporary Textile Export License, fill in item by item, save and report electronic data of the application form according to the content of export contract.

3. Managers may revise, cancel or delete the electronic data of the application form that has not been submitted. If they want revise electronic data of the application form that has been submitted, they should submit cancellation application before the application is approved and inform license-issuing organ of competent commercial administration. License issuing organ of competent commercial administration should send back the electronic data of the application form at the receipt of the information. Managers may revise electronic data of the application form on the line and report it again.

4. After reporting electronic data of the application form, managers may inquire about whether the license-issuing organ of competent commercial administration approve it or not through network application system of Temporary Textile Export License. If the application does not pass the examination, it should be revised and reported again according to the comments on the examination. After the application passes the examination, the Application Form for Temporary Textile Export License is printed and affixed with manager's official seal.

Chapter IV Examination and Approval of Temporary Textile Export License

Article 14 Staffs of license-issuing organs of all local competent commercial administrations should abide by network operation rules strictly, using their own user name and password to enter Temporary Textile Export License Issuing Management System, examining and approving in time the applications submitted by managers through network.

Article 15 Examination and approval of written application for Temporary Textile Export License

To the applications that do not accord with the regulations, staffs of license-issuing organs of ALL local competent commercial administrations should inform the managers only once the reasons why they do not handle them. If there are errors that are not key ones or do not change the character of the application in the application materials, the applicants should be allowed to make correction on the spot. If the application materials are not complete or do not accord with legal form, all the content that need to be added or corrected should be informed to the applicant in one time.

If the managers apply for Export License for Textiles Exported to European Union, Origin Certificate for Textile Exported to European Union and Temporary Textile Export License at the same time, license-issuing organs of all local competent commercial administrations should examine and approve them together.

Article 16 Examination and approval of Temporary Textile Export License through network

To the applications that accord with the provisions of this standard, the person concerned of license-issuing organs of all local competent commercial administrations should click “pass”. To the applications that do not accord with the provisions of the standard, they should click “not pass” after giving clear indication of reasons in examination and approval column.

Chapter V Issuing of Temporary Textile Export License

Article 17 To the correct and complete applications, license-issuing organs of all local competent commercial administrations should issue Temporary Textile Export License within 2 working days as of the date when the applications are made through network （See license standard in Appendix 8）. To written application, they should issue Temporary Textile Export License within 3 working days.

Article 18 License-issuing organs of all local competent commercial administrations cut corresponding permitted quantity and issue Temporary Textile Export License with special seal for Textile License after examining and verifying the application form and documents for Temporary Textile Export License submitted by the managers.

Article 19 If the managers submit written application, they should obtain Temporary Textile Export License by second duplicate of Application Form for Temporary Textile Export License, Chinese customs' return duplicate of Export License for Textile Exported to European Union and effective credentials of license obtaining persons.

If applying for the license through network, the managers should obtain Temporary Textile Export License by the Application Form printed in Temporary Textile Export License Application System, Chinese customs' return duplicate of Export License for Textile Exported to European Union and effective credentials of license obtaining persons.

When obtaining Temporary Textile Export License, the managers should give the date of obtaining the license and sign their names after verifying the number, copy of the license and the code of commodity with Registration Form of Issuing Temporary Textile Export License.

Article 20 License-issuing organs of all local competent commercial administrations should not issue Temporary Textile Export License to the managers who do not give clear indication of corresponding number and classification number of export license for Textile exported to European Union in the Application Form for Temporary Textile Export License.

Article 21 License-issuing organs should issue the license within 3 working days to the managers who apply for Export License and Origin Certificate for Textiles exported to European Union together with Temporary Textile Export License. If they could not issue the license as scheduled for some special reasons, they should give reasons to the managers in time.

The mangers applying Export License and Origin Certificate for Textile exported to European Union and Temporary Textile Export License at the same time should go through application formalities in accordance with related provisions of Article 10 and 19.

Article 22 License-issuing organs of all local competent commercial administrations exempt from issuing Temporary Textile Export License to the samples that the quantity is no more than 50 pieces （including 50 pieces, set, pair, kg or other commodity unit, excluding dozen, dozen pair, dozen set, quantity unit Ton）.

If the imported samples are subject to the commodities that import customs requests to declare at the customs by license, the managers should apply for Temporary Textile Export License to license-issuing organs within the quantity that they may apply for.

Chapter VI Handling of change, return and loss of Temporary Textile Export License

Article 23 License-issuing organs of all local competent commercial administrations must not make any revisions to the application for Temporary Textile Export License that has been examined and approved. If there are any changed items, the original license should be cancelled and a new license should be issued.

Article 24 If the Temporary Textile Export License obtained by the managers has not been used up or has any changes, the managers should give back the Temporary Textile Export License to original license-issuing organs, fill in Application Form of Changing Export License for Textile Exported to European Union （Appendix 10） and Application Form of Changing Temporary Textile Export License （Appendix 11）, and license-issuing organs changes corresponding license for them.

To the commodities that have gone through the customs but do not change the sum and quantity, the managers may apply for changing export license and origin certificate for Textile exported to European Union to license issuing organs by Chinese customs' declaration form and Export License and Origin Certificate for Textile Exported to European Union. License issuing organs must not issue corresponding Temporary Textile Export License for them.

Article 25 If Temporary Textile Export License is lost, the managers should report for loss in writing to original license-issuing organ and domestic declaration port indicated in the Temporary Textile Export License. Original license-issuing organ should cancel the old license and issue a new one at the receipt of loss report after verifying internal and external customs' electronic data and confirming that the license has not been declared at the customs.

Chapter VII Supplementary Articles

Article 26 Temporary Textile Export License is carried out in the form of “one lot one license” and “one license one customs”. “One lot one license” means Temporary Textile Export License is used once within the period of validity. “One license one customs” means Temporary Textile Export License can declare at only one customs.

Article 27 Temporary Textile Export License must not be bought, sold, transferred, tampered, forged and changed.

Article 28 A set of export license for textile exported to European Union and Origin Certificate for Textile Exported to European Union may corresponds to more Temporary Textile Export License. Managers should apply for and obtain only once all Temporary Textile Export Licenses that correspond to export license for textile exported to European Union. Manager' name, total quantity, total sum and other key items of export license for textile exported to European Union should accord with corresponding information in Temporary Textile Export License. Otherwise, license-issuing organs must not issue Temporary Textile Export License.

Article 29 Temporary Textile Export License is usually valid for six months within Gregorian calendar year, and lose efficacy automatically after the time limit. If the managers do not export commodity within period of validity, they may go through extension formalities in original license-issuing organ, the extension is no more than three months, and time of validity could not exceed December 31 of this Gregorian calendar year. If extension is needed, the old license should be cancelled and a new one should be issued.

Article 30 The application form and other forms in terms of this standard may be downloaded and printed from “download of related software” of column “related business” in main page of http://www.licence.org.cn, the website of License Bureau of Ministry of Commerce.

Article 31 The interpretation of this standard is vested in License Bureau.

Article 32 the standard comes into effect as of July 20, 2005.
