在这辞旧迎新之际，很高兴与各位新老朋友再次聚集一堂，共迎新的一年。首先，我要特别欢迎和感谢戴秉国国务委员和有关部门负责人拨冗出席今天的招待会，与各位使节和朋友们见面交流。一年来，各位驻华使节、代表以及驻华外交官们为促进中国同各国及国际组织的友好合作关系付出了辛勤的努力，作出了积极的贡献。我谨代表外交部，向你们及各位来宾致以最美好的新年祝福，向所有关心和支持中国外交的朋友们表示衷心的感谢！

I am delighted to find myself among friends both old and new at this gathering to see off the old year and ring in the new one. First, I want to give a special welcome to State Councilor Dai Bingguo and officials of Chinese government departments. I thank you for taking time from your busy schedule to be here and meet the diplomatic envoys and other friends present tonight. Over the year, the diplomatic envoys, representatives and other diplomats to China have worked hard to promote the friendship and cooperation between China and the countries and international organizations you represent. Your contribution is most valuable. Here, on behalf of the Ministry of Foreign Affairs, I wish to convey the best New Year greetings to you and other guests present and express heartfelt thanks to all the friends who have followed with interest and supported China’s diplomacy.

2012年，国际形势继续发生复杂深刻变化。世界多极化、经济全球化深入发展，文化多样化、社会信息化持续推进，全球合作向多层次全方位拓展，保持国际形势总体稳定具备更多有利条件。同时，世界仍然很不安宁。面对纷繁复杂的国际形势，国与国相互交流与合作日趋活跃，在友好交往中厚植友谊、在对话协商中化解矛盾、在互利合作中实现共赢，越来越成为各方的共识与追求。

The year 2012 has continued to witness complex and profound changes in the international landscape. The trend towards a multi-polar world and economic globalization has gathered momentum. There has been greater cultural diversity and an information society is fast emerging. Global cooperation has expanded at multiple levels and on all fronts. Favorable conditions for the maintenance of overall stability in the world are on the increase. On the other hand, the world is still far from being peaceful. In a complex global environment, the exchanges and cooperation among countries are getting increasingly dynamic. More and more people around the world have agreed on the need to foster friendship through friendly interactions, resolve differences through dialogue and consultation, and achieve win-win results through mutually beneficial cooperation.

今年是中国发展进程中十分重要的一年，中国共产党第十八次全国代表大会胜利召开，确立了全面建成小康社会和全面深化改革开放的目标，对新的时代条件下推进中国特色社会主义事业作出了全面部署。十八大报告强调，中国将继续高举和平、发展、合作、共赢的旗帜，在国际关系中弘扬平等互信、包容互鉴、合作共赢的精神，坚定奉行独立自主的和平外交政策，始终不渝走和平发展道路，坚持在和平共处五项原则基础上全面发展同各国的友好合作。

This year has been a very important year for China in the course of development. The 18th National Congress of the Communist Party of China has been successfully held. The Congress identified the goal of completing the building of a moderately prosperous society in all respects and deepening reform and opening up in an all-around way, and adopted a comprehensive plan for advancing the cause of socialism with Chinese characteristics under new circumstances. The report to the 18th Congress stresses the China will continue to hold high the banner of peace, development, cooperation and mutual benefit, promote equality, mutual trust, inclusiveness, mutual learning and mutually beneficial cooperation in international relations, firmly pursue an independent foreign policy of peace, unwaveringly follow the path of peaceful development and grow friendship and cooperation in all fields with other countries on the basis of the Five Principles of Peaceful Coexistence.

回首2012年，中国外交取得新的积极进展，中国国际地位和影响进一步提高。我国领导人成功出席金砖国家领导人第四次会晤、二十国集团领导人第七次峰会、亚太经合组织第二十次领导人非正式会议等一系列重大多边活动，与各国领导人就推动解决国际和地区重大问题深入交换意见。我国领导人重要出访19起，外国领导人来华访问59起，有利促进了中外友好合作关系。我们推动与各国关系进一步发展，同周边国家睦邻友好合作不断深化。我们在处理国际和地区热点问题上进一步发挥负责任、建设性的大国作用，积极推动和平解决有关争端和问题，维护不干涉内政等国际关系基本准则。我们积极开展公共外交和人文交流，推动中国人民与世界人民加深了解和友谊。

This year has also seen fresh and important progress in China’s diplomatic work, as evidenced by the country’s growing international standing and influence. Chinese leaders have successfully attended a series of major multilateral events, including the Fourth BRICS Leaders Meeting, the G20 Los Cabos Summit and the APEC Economic Leaders’ Meeting in Vladivostok, and had in-depth discussions with global leaders on resolving major international and regional issues. Chinese leaders made 19 important visits abroad, while 59 visits by foreign leaders were hosted in China. Such exchanges have given a strong boost to the friendly and cooperative relations between China and other countries. We have advanced our ties with other countries and deepened good-neighborly friendship and cooperation with our neighbors. We have further played a responsible and constructive role of a big country in dealing with international and regional hotspot issues, worked actively to push for peaceful settlement of the relevant disputes and issues, and stood for non-intervention in others’ internal affairs and other basic norms governing international relations. We have carried out extensive public diplomacy activities as well as cultural and people-to-people exchanges to encourage deeper understanding and friendship between the Chinese people and people of other countries.

即将到来的2013年是我们贯彻落实十八大精神的开局之年，中国将在全面建成小康社会、加快推进社会主义现代化方面取得新进展。中国外交将在保持稳定性、连续性的基础上，积极适应国际国内形势的新变化新要求，与时俱进，开拓创新，为全面建成小康社会和社会主义现代化建设营造更为有利的国际环境。我们将同各国一道，共享机遇、共迎挑战，为促进人类和平与发展的崇高事业作出新的更大贡献！

Next year will be the first year in the implementation of the spirit of the 18th Party Congress. China will make new progress in completing the building of a moderately prosperous society in all respects and accelerating socialist modernization. China’s diplomacy will maintain continuity and consistency and, on that basis, adapt itself to new developments and requirements, both domestically and internationally. We will keep abreast of the times and work with enterprise and innovation. We will seek to create a more favorable international environment for our efforts to complete the building of a moderately prosperous society in all respects and achieve socialist modernization. China will, together with all other countries, share opportunities, tackle challenges, and make new and greater contribution to the lofty cause of peace and development for mankind.

女士们，先生们，

在新的一年里，我们期待着继续与各位使节、代表和朋友们保持良好合作，同各有关部门加强相互支持与配合，为推进中国与世界各国的友好事业作出不懈努力！

In the coming year, we look forward to maintaining good cooperation with all of you and stepping up mutual support and coordination with all relevant agencies. Let us work together to promote China’s friendship with countries around the world.
