Ancient capital aims big in urban planning--Shaanxi governor Yuan Chunqing unveiled an ambitious plan to build Xi'an into an international metropolis by linking it with the neighboring city of Xianyang.

古都城市规划志存高远——陕西省省长袁纯清公布了一项雄心勃勃的计划，就是通过与邻城咸阳市实现一体化，把西安市建成一座国际化大都市。

在上面的报道中，urban planning就是“城市规划”，也可以用city planning来表示。Plan表示“计划，规划，筹划”，例如family planning就是“计划生育”，wedding planning是“婚礼策划”，transport planning是“交通规划”。Plan也可以表示“设计”，例如：plan a house（设计房子）。

如果一个城市的规划长期被忽视，那么这个城市有可能会陷入urban decay（城市衰败），其表征是depopulation（人口下降），property abandonment（房产废弃），high unemployment，fragmented families（支离破碎的家庭），desolate urban landscapes（荒芜的城市景观）等等。
