These so-called tribute projects are intended to show the outside world what the particular region, or country in general, are capable of achieving. They have also been publicity ornaments used by local officials to boost their standing.

上文报道中的tribute project就是“献礼工程”，也可以用gift project来表达。每到重要的日子，总有一些工程会举行groundbreaking ceremony（破土仪式）或是completion ceremony（竣工典礼）。按理说这种献礼工程应该能stand the test of time（经得住时间的考验），可事实是，因为rushed deadlines（赶工期）或是腐败等原因导致的compromised standards（降低标准），这种工程往往建筑质量低劣。

最近曝光最多的献礼工程莫过于Beijing-Shanghai high-speed railway（京沪高铁）和Qingdao Jiaozhou Bay Bridge（胶州湾跨海大桥），这两个工程都是建党90周年的献礼工程，结果京沪高铁在提前竣工后就发生了重大事故，胶州湾跨海大桥也是问题多多，连safety barriers（防护栏）都没有建设完全。这种image project（形象工程）不仅是资金人力的浪费，更是对人民生命安全的威胁。
