It was released in the document that "the government will accelerate the establishment of a tax-deferred pension insurance system and explore the house-for-pension scheme." 根据文件，（广州）政府“将加快推进延税型养老保险制度，并探索发展以房养老。” 文中的house-for-pension scheme就是指“以房养老”，也被称为reverse mortgage loan（住房反向抵押贷款/倒按揭）。房屋产权拥有者把房子抵押给银行、保险公司等金融机构，后者在综合评估后，每月给房主发放固定资金。房主身故后，由该机构收回房屋进行销售、出租或拍卖。所得用来偿还贷款本息，其升值部分归房主继承人所有。 目前，我国已经迈入aging of population（人口老龄化）阶段。今后，我国还将发展home-based care services（居家养老服务），类似的还有community nursing service（社区养老），并为80岁以上的老年人发放old age allowance（高龄津贴），普及endowment insurance（养老保险），解决老年人的后顾之忧。
