"Celebrities and wealthy people will be fined more heavily for having more than one child,” said Deng Xingzhou, head of the Beijing municipal commission on family planning.

北京市人口和计生委主任邓行舟表示，北京市将对超生的名人富人征收比普通人高出多倍的罚款。

这里，超生是指违反了国家计划生育政策 （family planning policy）多要了小孩，因此，超生表达为“having extra kids”或“having more than one child”。
