Revised Coal Laws will for the first time set the industry access system for the sector, the China Securities Journal reported Monday, citing sources with the China National Coal Association.

《中国证券报》周一援引来自中国煤炭工业协会的消息称，修改后的《煤炭法》将首次为煤炭行业设立行业准入制度。

在上面的报道中，industry access system就是“行业准入制度”。Access在这里的意思是“进入权”，除了行业准入制度，还有其他各种准入制度，例如employment access system（就业准入制度），market access system（市场准入制度）。Access相关的意思还有“接近（或进入）的机会，接近（或进入）权，享用机会，享用权”，例如：gain access to a country’s trading ports（获得进入一个国家贸易港口的权利）。

煤炭行业在过去几年一直事故频发，发生多起mine blast（煤矿爆炸）事故，并且还存在mine coverup（对煤矿事故的隐瞒），这些mine disaster（矿难）中很大一部分原因是和煤矿管理不善有关，因此为了保证coal mine safety（煤矿安全），设立industry access system十分有必要。
