On March 16, the Ministry of Commerce held the Application, Communication and Commendation Meeting on Monitoring and Early Warning System of Import and Export. Vice Minister Liao Xiaoqi gave a speech and gave out awards.

Mr. Liao xiaoqi pointed out that the monitoring and early warning system of import and export played an important role in scientific decision on foreign trade, it not only provided complete statistics in our work to improve the working efficiency but also had huge potential to be applied and developed. He hoped that the System application could be further improved.

Mr. Liao Xiaoqi stressed that the Ministry of Commerce should further enhance the communication and training of information technology and do better the work, should maintain improving technical means, strengthen guiding service of system application, further reinforce promotion of the System. MOFCOM departments should positively apply informatizationn measures according to their own missions to improve working efficiency and quality, and to adapt to requirement of government on work in the new period, and should make more efforts in enhancement of early warming and prediction.

List of 21 offices and departments with outstanding awards in system application were: Department of Policy Research Department, Department of Treaty and Law, Department of Planning and Finance, Department of Asian Affairs, Department of Western Asian and African Affairs, Department of European Affairs, Department of American and Oceanian Affairs, Department of Taiwan, Hong Kong and Macao Affairs, Department of International Trade and Economic Affairs, Department of WTO Affairs, Department of Foreign Trade, Department of Import and Export of Electromechanical Products, Department of Scientific and Technological Development and Trade in Technology, Department of Foreign Investment Administration, Department of Foreign Economic Cooperation, Bureau of Fair Trade for Import and Export, Bureau of Industry Injury Investigation, Department of Human resources and Department of Information Technology etc.

It was learnt that the System was the all-round, advanced, convenient and fast data analysis system in China covering administration, statistics, analysis, control, inspection and early warning of import and export. Data information included statistics on import and export released by China's Customs, aggregate quota of tariff-rate quota commodities and quota distribution by month, licensing of commodities subject to quota license administration, approval of processing trade by month, contract of technology import by month, small-scaled border trade commodities, output of major industrial products, case of anti-dumping and safeguard measures on import and export, information on technical trade measures, early warning of trade and investment barrier, and administration of import and export qualification etc.

The establishment and application of the monitoring and early warning system of import and export was the important base and forward work for the Ministry to promote e-government, to improve the macro administration and service level of governmental departments. Function of the System and data resources would be enriched through gradual improvement in several years. Depending on the System, circulation of more than 95% goods trade could be inspected and analyzed, and a big global data analysis system of complete data, a big amount of information and rapid searching function has been formed, which played an important role in the work of the Ministry like fast tracking, response to change of international trading environment, implementation of early warning and decision
